But it wasn’t until the mid-twentieth century that states began to adopt the practice and hailed it as a painless source of revenue, a way to fund everything from paving streets to subsidizing the elderly.

Shirley Jackson’s short story, “The Lottery,” illustrates some of the moral pitfalls of this practice. The plot centers on a small town in America that adheres to strict traditions and customs. Jackson begins the story with the phrase, “The children assembled first, of course.” Her choice of words hints at how this event is not viewed as wrong or sinful but as an innocent, family-friendly event.
